Cargo/ passengers’ baggage in transit

STEPS PROCEDURE FOR INSPECTING CARGO/ PASSENGER’S BAGGAGE IN TRANSIT
1 – 5 Refer to Basic Requirements for inspection of consignments in transit, depending on the point of entry (port or airport)
6 Examine the manifest (Step 1 of Basic Requirements) and identify the regulated articles (commodities/consignments) that are required to be held in transit. Use a highlighter pen to mark the manifest
7 After identification of the consignments (attach the label Under quarantine), ensure that the consignment is either stored in the secure quarantine area at the point of entry (port or airport)  or is immediately transported securely to the point of exit (port or airport). Go to Step 9.
8 Monitor the operations of the other responsible authorities (customs, airport and port authorities) and report any cases of non-compliance to the senior biosecurity officer.
9 Ensure that the consignment is transferred to the secure transport facility and that arrangements for security meet the national standards.

Complete the transport section of the transit/detention documentation

10 At the point of exit, ensure that the consignment is offloaded in a secure manner and that the quantities of the commodity comply with the consignment details.

The consignment may be detained in the secure facilities at the point of exit (port or airport). If so, go to Step 11.

immediately exported. If so, go to Step 12.

11 Monitor the security of the consignment in the secure area as required.
12 Arrange for the consignment to be removed from the secure quarantine area and transferred to the aircraft or ship for departure.

Complete the export section of the transit/detention documentation.
