Audit of Fumigation by third party provider

The operation of a fumigator undertaking work on behalf of the biosecurity service has to be audited by officers. This procedure is also applicable for the fumigation of commodities/goods for export.

Key points to note are that the audit should ensure that treatments are conducted as required and that action is taken to rectify any operation that is not in accordance with the 31 steps that are outlined in the previous section.

Since documentation is an important component of any audit, two forms are used, one for the fumigator (Figure 10) and the other for the auditing officer (Figure 11).

PROCEDURE

STEP CHECK COMPLIANCE  Yes or No
1 Ensure that the concrete or bitumen fumigation slab is clean.
2 Ensure that the goods are all suitable for fumigation.
3 Ensure that there are no holes in the sheet; corners are protected.
4-6 Check that the inlet tubes and fan are in place.
7-9 Check sheet clamps, sand snakes and repairs.
10 Check volume calculation and mass of gas to be used.
11 Check that the warning sign is in place; check that the respirator is the correct type and is current.
12-13 Check that correct gas loading is done; check for leaks.
14 Check the temperature –  collate with fumigation rate.
15 Check fan circulation.
21 Check the records of gas concentration on the sheet to ensure that the correct gas load has been maintained.
After Fumigation
22 Ensure that no one is nearby before opening the sheet.
27 Check the commodity to ensure that the pests have been killed.
23 Complete the documentation.
